LULAC’s 2014 Policy Agenda
The 113th Congress ended its first session in 2013 without passage of comprehensive immigration reform, the reauthorization of the Elementary and Secondary Education Act (ESEA), funding for unemployment insurance benefits, and without moving critical nutrition legislation funding food programs. These are just some of the many outstanding issues that Congress will need to face in 2014. With little over 100 days in the Congressional calendar for the second session of the 113th Congress, LULAC will continue to identify impact points to advance critical immigration, education, health, and civil rights policy of importance to the Latino community. Join LULAC National President Margaret Moran as she speaks about how to move LULAC’s agenda forward and what’s in store for 2014.

LULAC: Championing Coverage and Addressing Health Disparities
In 2013, the Department of Health and Human Services (HHS) announced that LULAC joined a growing list of advocacy organizations as a recognized national Champion for Coverage. As a Champion, LULAC has leveraged the support of private and public sector partners to host public health festivals across key states, to bring health screenings to thousands of people and also worked to provide the community with the most up-to-date information on the Affordable Care Act, the open enrollment process, and the health marketplaces. This advocacy is critical, as large numbers of Latinos continue to be uninsured and lack access to health services even as they suffer from higher rates of heart disease, diabetes, obesity, and other conditions. Join HHS officials, as well as other public and private advocates working on health care issues as they outline the work being done to sign-up Latinos for health insurance, expand access to high quality and affordable nutritious meals, discuss the ongoing obstacles facing Latinos looking for health care coverage, and share insights on the health and nutrition issues of most concern to the Latino community.

Fulfilling the Promise: Advancing Education and Technology Reforms to Secure a 21st Century Education for Latinos
With a packed legislative agenda on Capitol Hill in 2014 that includes everything from the budget, to taxes, and annual appropriations, education advocates are only cautiously optimistic for Congressional action on critical education legislation like the Elementary and Secondary Education Act (ESEA) and the Higher Education Act (HEA). Despite the prospects for legislative action on Capitol Hill, the potential for meaningful educational impact is high at federal agencies and across states. Advancing key reforms at the federal level aimed at modernizing and expanding programs like e-Rate, and strengthening the monitoring and implementation of the ESEA waivers, are just some federal-level actions that can help achieve the promise of a 21st century education for Latino students. Additionally, engaging and educating the Latino community on the ongoing implementation of the Common Core State Standards at the state level, strengthening collaborative efforts with key education advocacy organizations aimed at supporting public school education, advocating for increased financial aid for college students, and leveraging the support of private and government sector partners to help advance the educational attainment of Hispanics, are key priorities for LULAC in 2014.

Supporting and Growing the Online Latino Community Through Technological Innovation, Access, and Inclusion
In 2013, the Pew Hispanic Research Center released a report noting that “Latinos own smartphones, go online from a mobile device and use social networking sites at similar—and sometimes higher—rates than do other groups of Americans.” The report was striking, given that in 2009, the digital divide between Latinos and their White counterparts, remained high. Latinos online represent a powerful economic, cultural, and advocacy bloc. Supporting and cultivating the Latino online community through innovative programming, and growing the online Latino community through strategic initiatives aimed at increasing access and affordability of internet adoption, is a top priority for LULAC. Leveraging the support of key partners is crucial in achieving these goals. Luncheon speaker will share about their work to grow, support, and cultivate the Latino online community and share insights as to where we need to go and how to get there.

Bridging the Political Gap: Building Consensus for Immigration Reform
In 2013, a bipartisan coalition of Republicans and Democrats pushed through the Border Security, Economic Opportunity, and Immigration Modernization Act of 2013 in the United States Senate. While far from perfect, the legislation offered immigration reform supporters like, LULAC and others, a tangible win and represented a step forward toward the enactment of comprehensive immigration reform. Just as immigration supporters rallied to push through a bill in the House of Representatives, the budget and government shutdown quickly trumped all legislative matters on the Hill in the fall of 2013. The result, the House adjourned their first session of Congress without any movement on immigration reform. In 2014, with mid-term elections clearly in sight for many House Members, immigration reform supporters on the left and the right will need to come together to help push immigration reform over the finish line. Join a distinguished panel of immigration reform supporters to discuss the prospects for immigration reform, the future of DACA, and the current deportation landscape.
