The 113th Congress ended its second session in 2014 without the passage of comprehensive immigration reform, the reauthorization of the Elementary and Secondary Education Act, the Higher Education Act, the Voting Rights Act, and many other critical pieces of legislation. With little over 100 days in the Congressional calendar for the first session of the 114th Congress, LULAC will continue to identify impact points to advance critical immigration, education, health, and civil rights policy of importance to the Latino community. Join LULAC National President Margaret Moran as she speaks on how to move LULAC’s agenda forward and what’s in store for 2015.

Beyond the Affordable Care Act: Addressing the Gaps That Remain to Health Access and Education
Almost a year after the first Open Enrollment Period several reports note that the overall uninsured rate for Latinos has dropped from 36% to 23%. Among Latinos aged 19-34 the figures were even more striking: the rate of uninsured dropped by 20 points from 43% to 23%. As a nationally recognized Champion for Coverage by the Department of Health and Human Services (HHS), LULAC has played a critical role in addressing the health care needs of the Latino community. With the support of private and public sector partners, LULAC hosted health festivals in key states to bring health screenings to thousands of people and provide the community with information on the open enrollment process and health marketplaces. Even with these improvements, Latinos as a minority group remain profoundly affected by not just lack of access to health care, but higher rates of heart disease, diabetes, and obesity. This is especially true in states that have refused to expand Medicaid such as Texas and Florida -- home to approximately 20 million Latinos. This session outlines the work being done to enroll Latinos for health insurance, expand access to high quality and affordable nutritious meals, discuss the ongoing obstacles facing Latinos looking for health care coverage, and share insights on the health and nutrition issues of most concern to the Latino community.

Federal Education Reform: Accountability, Equity, and Access in the Era of the Common Core State Standards
As over 40 states overhaul education standards and assessments, the federal government has stalled in passing the Elementary and Secondary Education Act (ESEA) and the Higher Education Act (HEA). From improving data collection to encouraging robust performance and graduation targets, as well as supporting STEM opportunities and financial awards for current students and DREAMERs, federal action is a necessary component as states move to create a career-ready workforce. This session will feature policy leaders and government officials discussing issues that impact Latinos in K-12 schools as well as colleges and universities.

The Urgency of Now: Maximizing the Impact of Administrative Action & Building Momentum for Permanent Reform
In 2014, Congress failed to pass bipartisan and comprehensive immigration reform. This left President Obama to take action and deliver on his promise to provide deportation relief to Latino families caught in legal limbo. With the start of the 114th Congress and the roll-out of a new deportation-delay program led by the Administration, immigration reform advocates are left with a daunting task: to maximize the impact of Administrative Action now and continue pressing Congress to enact permanent statutory reform that addresses our broken immigration system. This session features a distinguished panel of government officials and immigration reform supporters from various organizations, who will discuss the prospects for immigration reform in a new Congress and the steps that must be taken to ensure that aspiring citizens take full-advantage of administrative relief.
