LULAC’s 2013 Policy Agenda
In the wake of the Presidential election, passage of the American Taxpayer Relief Act and overall drawn out budget debates in Congress, LULAC continues to address the greatest injustices facing Latinos in the U.S. LULAC’s policy priorities include: (1) the state of health among Latinos and the impact of health disparities in their health outcomes; (2) innovative and traditional ways to approach comprehensive immigration reform now that the political environment has changed; and, (3) reforming our education system to effectively address the growing Latino student population. LULAC National President Margaret Moran will speak about how to move LULAC’s agenda forward with a vision for overcoming these challenges.

Health Policy Briefing

Disparities, Reforms, and Exchanges
Latinos in the US continue to face disparities in health but have made new gains in potential access to health care services and other health resources. LULAC has prioritized advocacy in support of full implementation of the Affordable Care Act with state run health exchanges and the expansion of Medicaid as well the protection of safety net nutrition programs such as the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women Infants and Children (WIC). LULAC’s Latinos Living Healthy initiative will work with councils, advocates, and legislators to ensure that our communities are considered in the development of new services and represented in the decision processes and workforce of Americas new healthcare system.

NCLB Reauthorization & Sequestration Issues Impacting Latino Students
The potential ramifications of the Budget Control Act’s automatic cuts (sequestration) and the looming reauthorization of the Elementary and Secondary Education Act, known as No Child Left Behind (NCLB), are just some of the many issues before the 113th Congress. Both present significant challenges and opportunities for improving education for Latino students, particularly as it relates to English Language Learners (ELLs), students in under-served communities, and schools with rapidly growing Latino populations. In addition, the Department of Education’s issuance of NCLB waivers to states, adds another layer of complexity as it relates accountability. Join LULAC as we discuss what’s in store for education reform and how sequestration negotiations impact the Hispanic community as it relates to education.

Galvanizing our Communities Around Comprehensive Immigration Reform
On November 6th, 2012, Latino voters made it clear that comprehensive immigration reform was long overdue and that candidates who used anti-immigrant rhetoric would no longer fare well in future elections. Today, more than 11 million undocumented immigrants have incorporated themselves into the social and economic fabric of American culture but still live in the shadows. A broken immigration system continues to stagnate their full contributions at all levels. Attendees will have the opportunity to come together with diverse stake holders to discuss past strategies used by other advocacy groups, and develop new strategies and models that will help mobilize Americans in support of comprehensive immigration reform.
