Reauthorization of ESEA (No Child Left Behind Act) Improvement Model

WHEREAS, the League of United Latin American Citizens (LULAC) continues to advance the educational attainment of Hispanics, and

WHEREAS, the Hispanic population continues to grow as the largest minority group in the country, and

WHEREAS, the economic well-being of our society IS imperiled by not adequately educating Hispanics, and

WHEREAS, the No Child left Behind Act (NCU3), in its ten year history, has not provided sufficient gains for Hispanics through the use of a punitive model designed to punish schools not meeting Adequate Yearly Progress (AYP); and

WHEREAS, schools not meeting AYP are subjected to less funding and, in some cases, a takeover by the federal government, and

THEREFORE, BE IT RESOLVED, LULAC supports a change in the reauthorization of the NCLB to reflect an improvement model, where schools needing help are provided assistance rather than punishment; and

FURTHER BE IT RESOLVED, schools not meeting AYP should receive equitable funding rather than going through a grant process.
