LULAC Federal Training Institute Partnership (FTIP)
The League of United Latin American Citizens (LULAC) will be hosting its third annual Federal Training Institute Partnership (FTIP) Tuesday, September 22 through Thursday September 24, 2015 in Washington, DC metro area. This event is free of charge to all Federal employees regardless of grade and position. FTIP’s goal is to develop a diverse pool of leaders for the future.
The FTIP was created in May 2013 by LULAC and a cadre of Federal employees who served or were currently serving in Federal leadership positions. The FTIP was born out of an ongoing need to train Federal employees during a period of budgetary constraints and to ensure diversity in the federal workforce of our Nation. LULAC understands that budget cuts have impacted training and development opportunities in many Federal agencies. However, LULAC believes the Federal government workforce needs to represent the population it serves. Therefore, it is critical that we continue addressing the challenges that many Federal agencies may have in developing and retaining a diverse population, particularly Hispanics, within their agencies. In an effort to show our continued support and assist Federal agencies in addressing the aforementioned issues, we are working with Federal agencies, private consultants and National Council of Hispanic Employment Program Managers (NCHEPM) to ensure we continue developing federal employees for greater career opportunities through the FTIP.
The FTIP provides an intensive and structured career-development program for government employees. The FTIP offers plenary sessions, workshops and executive coaching sessions. It is designed to enable government employees at all levels to enhance their skills and develop Executive Core Qualifications skills required for leadership positions and entry into the Senior Executive Service.
Employees that wish to attend the FTIP must pre-register. General registration will open the first week of September. More information on the registration process will be provided as soon as it becomes available. Employees are responsible for securing authorization to attend from their respective managers before registering.
The FTIP will have two components:
1. Senior Executive and Leadership Development Training
The Senior Executive and Leadership Development Training will focus on the Executive Core Qualifications and other developmental workshops. This program is free of charge and is open to all Federal employees regardless of grade and position in the Federal government. The event will take place Tuesday, September 22 through Wednesday, September 23, 2015 (8:30 am-5:00 pm) at the National Institutes of Health, Natcher Conference Center, Building 45, Bethesda, MD.
2. Senior Executive Service Roundtable Discussion & Speed Mentoring
Senior Executive Service Roundtable Discussion & Speed Mentoring sessions provides GS-14 and GS-15 (or equivalent) employees interested in moving into the SES ranks an opportunity for a more direct, give–and-take interaction with experienced managers in leadership positions. The participants will take part in an informal exchange of information with senior managers regarding SES competencies, performance expectations as a senior leader and maximizing career opportunities to enhance their skills. The event will take place Thursday, September 24, 2015 (8:30 am-12:00 pm) at the Department of Education, Lyndon Baines Johnson Building, 400 Maryland Ave, S.W., Washington DC. 20202
Senior Executive and Leadership Development Training
The event will take place Tuesday, September 22 through Wednesday, September 23, 2015 (8:30 am-5:00 pm) at the National Institutes of Health, Natcher Conference Center, Building 45, Bethesda, MD.

Once again, the League of United Latin American Citizens (LULAC) will be hosting the Third Annual FTIP in collaboration with the Departments of Health & Human Services and Education from Tuesday, Sept. 22, through Thursday, Sept. 24, 2015, at the NIH Natcher Conference Center in Bethesda, Md. This event is free of charge to all federal employees regardless of grade and position. FTIP’s goal is to develop a diverse pool of leaders for the future.
As part of the LULAC FTIP, up to 17 agencies may exhibit on the first day of the event, Tuesday, Sept. 22, to showcase training and developmental opportunities available to federal employees, such as details, cross-training and leadership programs, IPAs, Pathways, internship/fellowship programs, and more. Agencies interested in exhibiting must register here by 5 p.m. EDT, Thursday, Sept. 10, 2015. Exhibit hall hours are from 10 a.m.- 4 p.m., and check-in/set-up begins at 9 a.m.
