Corporal Steven M. Ramirez II is a veteran law enforcement officer with over 22 years of service at the Oxnard Police Department. He currently serves as the department’s F.A.C.T. (Firearms, Alcohol, Cannabis, and Tobacco) Compliance Officer—a specialized position focused on regulatory oversight, enforcement, and public education for businesses operating within these industries in the City of Oxnard.

In this role, Corporal Ramirez ensures that all firearm, alcohol, cannabis, and tobacco vendors comply with local and state laws, municipal conditions, and community standards. His responsibilities include reviewing new business applications, reporting findings to the Planning Commission and City Council, identifying and addressing nuisance establishments, and leading proactive public education efforts such as responsible vendor training and neighborhood outreach.

Corporal Ramirez holds a Master of Business Administration (MBA) from Azusa Pacific University and a Bachelor’s degree in Organizational Leadership from the University of La Verne. His unique combination of field experience and academic training positions him as a trusted public servant at the intersection of public safety, regulatory policy, and community engagement.
