Chaka Smith

Mr. Smith serves as the Program Manager for the Coast Guards Antiterrorism/Force Protection (AT/FP) Branch of the Mission Assurance Division, of the Deputy Commandant for Mission Support (DCMS-3411). Mr. Smith is responsible for overseeing the development of AT/FP policy and development of procedural guidance essential to safeguarding the workforce; reduction of property loss; support mission continuity. Mr. Smith has over 36 years of federal service and experiences include small unit operations; military law enforcement; antiterrorism/force protection; intelligence; intelligence operations; special operations, program management; planning and policy.

Mr. Smith served as a senior non-commissioned officer in the United States Army with 20 years of service, and has held numerous positions within the AT/FP discipline since 1992 including, Force Protection Analyst within the Middle East, Latin America and Homeland. Mr. Smith provided Red Cell analysis through adversarial capabilities modeling supporting the Base Realignment and Closure (BRAC) of DoD facilities within the National Capitol Region, as the Lead Asymmetric Warfare Specialist for the Pentagon Force Protection Agency (PFPA); oversaw AT/FP Program Reviews as the Program Manager for the PFPA, and oversaw joint counter-Improvised Explosives Devices (C-IED) operations as the Executive Officer for the C-IED element for International Security Assistance Force, Special Operations Force (ISAF-SOF). Mr. Smith served in a pivotal role in the development of the PFPA, Risk Management based, Predictive Analysis Program. Mr. Smith was hand selected to serve as agency Liaison with the Office of the Under Secretary of Defense, Defense Continuity and Mission Assurance. During this time, Mr. Smith served as a key member on the Domestic Counterterrorism and Global Antiterrorism Policy, Force Protection Team. His work was instrumental in developing Key Intelligence Questions, supporting the Departments Defense Industrial Base against Advanced Persistent Threat (APT) compromise. Mr. Smith authored two information papers pertaining to the Departments need to apply Force Protection and applicable security and enabling programs as a counter to Adversarial use of irregular warfare Gray Zone attacks in the contested space environment.

Mr. Smith holds an associate in general studies from the Central Texas College. He is a graduate of the United States Army Infantry, Airborne, Air Assault, and Ranger Schools, and has earned the Combat Infantryman Badge. He is a graduate of the Department of Defense, Joint Counterintelligence Training Academy, Functional Service Branch and the Defense Intelligence Agency, Joint Military Intelligence Training Center. He is a graduate of the 18th Airborne Corps, Primary Leadership Course, Airborne Leaders Replacement Course; United States Army, Military Police School, Basic Non-Commissioned Officers Course; Advanced Non-Commissioned Officers course; International Association of Police Chiefs, Leading in Police Organizations course, and the Washington Headquarters Services, Supervisors Training Program. Mr. Smith is certified Risk Management, and C.A.R.V.E.R. professional. Mr. Smith has held a Department of Defense certified Spanish Linguist since 1995.
