Lourdes Galvan

Lourdes Galvan is the past National Vice President for Women for the League of United Latin American Citizens (LULAC). She is a distinguished leader with over 50 years of service to her community in San Antonio, Texas. Born and raised on the Westside, Lourdes is the eldest of ten children. She has tirelessly championed education, housing, civil rights, health, senior rights, economic development, and political involvement. Lourdes always strives to promote justice and equity.

Throughout her career, Lourdes has balanced raising four successful children, working as a civil servant, attending night school, and actively engaging in her community at all levels of government. Her longstanding involvement with LULAC, where she has been a proud member and national officer for five decades, highlights her commitment to advocating for human rights.

Lourdes's "Just Do It!" attitude has driven many groundbreaking achievements. She co-founded the first Athletic Booster Club at Sidney Lanier High School, organized and negotiated affordable housing in the Vista Verde community with U.S. Urban Redevelopment, and directed the National Women’s Employment and Education (NWEE) Program, a pioneering initiative with the Department of Labor Women’s Bureau and the City of San Antonio.

After 40 years of male leadership, Lourdes became President of the American Federation of Government Employees (AFGE), representing 13,000 civil service employees at Kirtland Air Force Base. She also co-founded the first internet café on San Antonio’s Westside, providing free Wi-Fi access for at-risk students and the community.

Lourdes made history as the first Hispanic woman elected to the San Antonio City Council for District 5. Today, she proudly serves her second term as an elected official of the San Antonio River Authority Board and continues to contribute to the LULAC National Women’s Commission, championing the causes close to her heart.
