45th president - elected at the 1994 convention held in El Paso, Texas, at the 1995 convention held in San Juan, Puerto Rico, at the 1996 convention held in Boston, Massachusetts, at the 1997 convention held in Anaheim, California. Served four terms.


  • LULAC’s first woman to serve as National President
  • Broke barriers at I-N-S and Border & Customs Service
  • Opened LULAC offices in Washington DC and El Paso 
  • Led LULAC into new education and community work
  • Continues to be a source of wise counsel
