Dr. Beatriz Cuartas
President and CEO, GovtBee

Dr. Cuartas is the President of GovtBee LLC, a small business offering staffing and brokerage consulting services to the private and public energy and security sectors. She is a scientist, trainer, speaker, and author. She holds 11 years of public service, including various roles, such as, White House Hispanic Initiative Senior Advisor, and DOE Senior Advisor for Workforce Engagement. She advises Senior Leaders on how to keep the workforce engaged to reduce exit costs (~ 175k employees that span over the DOE, 17 labs, 4 plants, and several U.S. Embassies). In her NNSA role, she was the NGFP Federal Program manager and MSIPP Interim Director. Her programs were critical to strengthening the nuclear security talent pipeline to the DOE, her budget totaled ~ $70 million, managing 25 consortia, and close to 100 contracting staff and fellows. Her other roles include Special Assistant to NNSA’s Chief-of-Staff, and EPA’s ORD GAO/OIG liaison. She secured a Presidential Award for the NNSA by helping to raise the greatest CFC contributions.
In her earlier career, Beatriz served as the Graduate School of Political Management Deputy Director and visiting professor. Beatriz was also awarded the 1st ever Well-being Doctoral Fellowship while getting her PhD at Mason’s. During her time at GW and Mason, Beatriz conducted significant well-being research. She collaborated with the Ecuadorian Embassy and the Well-being Department (Ministerio del Buen Vivir) to build a well-being measure/app for Ecuador. Prior to joining academia, she worked as an auditor at the U.S. Government Accountability Office (saved $240 for the American Tax payer), interned at the Inter-American Development Bank, and the Organization of American States. In sum, she has over 20 years of professional experience, 10+ years in government leadership, & management (over 110 staff, thousands of students, and 100+ government courses). She is also a published author of 2 American government textbooks (McGraw Hill and Norton). Most recently, Dr. Cuartas completedGeorgetown University’s Executive Coaching program. She holds a Ph.D. from George Mason’s Schar School of Policy, Government, and International Affairs, and a Masters in Comparative Political Systems from Sciences-Po-Aix, attaché Sorbonne. Still today, she continues to author and deliver talks on National Security, Energy, U.S. workforce, American government, quality of life, and employee wellbeing.
